Vice President Liu Xianwu Delivers Special Guidance Lecture on Establishing and Practicing a Correct View of Performance at BIOMA

On June 15, the Biogas Institute of Ministry of Agriculture and Rural Affairs (BIOMA) held a special lecture on establishing and practicing a correct view of performance. Liu Xianwu, Vice President of the Chinese Academy of Agricultural Sciences (CAAS), delivered a thematic report. The session was chaired by BIOMA Director General Meng Haibo.

In his presentation, Vice President Liu systematically analyzed the current status and challenges of agricultural science and technology innovation in China, drawing on key national policy frameworks including the 15th Five-Year Plan and the national agricultural and rural development planning for the same period. He further interpreted the priority directions and key tasks of CAAS under the 15th Five-Year Plan, and engaged in interactive discussions with participants on research orientations and research platform development.

The meeting emphasized that all researchers should align their work with national strategic needs, translating a sense of mission into corresponding capability building. BIOMA should further clarify its strategic positioning, define research directions based on institutional responsibilities, enhance basic research capacity, strengthen interdisciplinary integration of frontier technologies, improve talent cultivation—particularly for early-career researchers—and reinforce research infrastructure platforms. It also called for research planning aligned with full industrial-chain innovation requirements and continuous advancement of technology transfer, so as to promote high-quality development of the institute through a correct view of performance.

Participants noted that Vice President Liu’s report adopted a broad international perspective and a strong orientation toward national needs and scientific frontiers. The presentation was characterized by strategic depth, systemic thinking, and historical insight, and provided clear guidance for BIOMA’s reform and development during the 15th Five-Year Plan period, particularly in scientific innovation, platform development, talent cultivation, and institutional capacity building.
